Adam Willaerts (1577–1664) was born in London to Flemish parents who’d fled Antwerp for religious reasons; the family settled in Leiden and later Utrecht, where Willaerts worked from 1597 until his death.
In the foreground, a Dutch sailor and a Spanish gentleman grapple over a gold staff, while figures personifying England and Venice look on in suspense. The staff is an emblem — dominion over the world’s seas, and with it, control of trade. These two figures make the same mistake the quote above warns us about: treating possession of a symbol as the answer to a question.
